As part of its growth agenda, the Government is considering legislative changes to provide greater flexibility for ongoing DB schemes to return surplus to the employer. This follows on from an earlier February 2024 consultation under the previous government, which included possible surplus reforms as part of a range of wider options for DB Schemes.
Our conference session will delve into this crucial topic, exploring the technical issues associated with these proposals across a range of perspectives – including actuarial, legal, and covenant.

Matt Brown, Director, Isio
Matt is a Director in Isio’s Actuarial & Consulting team advising employers and trustees on all aspects of their defined benefit schemes. Matt has been responsible for developing and designing Isio’s approach to Run-On solutions for DB schemes, including ‘Purposeful Run On’. Purposeful Run-On is an alternative end-game destination where schemes invest beyond full funding on a buy-out basis to gradually share surpluses between members and sponsors over the medium to long-term.

Atul del Tasso-Dhupelia, Partner, PwC
Atul is a Partner in PwC’s Pensions and Restructuring practice. Atul is a Covenant advisor and advises both corporates and trustees on covenant matters such as valuations, restructurings, transactions and endgame strategies. Atul’s clients range from schemes with multi-billion in assets down to schemes with less than £10m assets.
Daniel Barlow, Trustee Director, Law Debenture (Chair)
Daniel is an accredited professional pension trustee who represents Law Debenture as chair, co-trustee and corporate sole trustee on a variety of pension schemes. Daniel is a member of the Council of the SPP, the Advisory Panel of the Winmark Pension Chair Network and the Advisory Council of trustee liability insurer, OPDU.
